It can certainly assist... if you make an ftp copy of the site and an export of the database to the new location, this will make it a snap to change the database to point the new copy to the correct location. It's nothing that can't be done from within Wordpress before moving the site, or with a little database editing afterwards, but I do it often enough that I just wanted a faster way to get it done.
